The Town of Stark Highway Department has completed the summer portion of the road improvement program. Town roads completed this year included Maby Road, the northern portion of Cramers Corners Road to State Route 168, the non-seasonal portion of Welden Road, Deck Road (between Upper Deck Road and State Route 168) and Mayton Road (between Aney Hill Road and Upper Deck Road). Funding for these road improvements were provided by NYS Consolidated Highway Improvement Program (CHiPs). Annually, New York State provides funding for local municipalites to up-grade, improve and maintain the local highway system in the Town of Stark. The funding Comes from theState in the form of reimbursement cost. The Town builds the road or up-grades and, using Town equipment and labor and purchased materials, improves an existing road. It is a formula that seems to work for us here. The Town has been able to create paved roads that may have remained dirt roads if not for this program. Reimbursement for the Town's cost will be made to the Town before the end of this year.

The Town of Stark Highway Department has been working on keeping the Town of Stark’s town roads in good shape for the public to travel. There is now new signs on Cemetery Road from Jordanville Road heading East. Cemetery Road is now a dead-end road and will be open to local traffic only in the east direction. Cemeterey Road will end at Apple Lane as a two lane road and there will be signs identifying the end of two-way traffic.  From Route 80 to the west, the Cemeterey Road will be one lane and one way from the Van Hornesville Cemetery to Apple Lane. This move was necessary as the road isn't wide enough to support two-lane traffic in the summer time. This portion of the road is seasonal in the winter and has been for many years. The seasonal road receives no maintenance from November 1 to April 1 and is closed to all traffic during the winter.

The Town Board has received notice the Volvo truck ordered by the Town Board a year ago was delivered in February 2025. Cost for the Volvo truck is approxmately $336,000.00, including snow plow equpment and sander. Payment will be with a Bond Anticipation Note (BAN) issued through NBT Bank, the Town's lending institution. Repayments will be made over a 5-year period with first payment due in 2026. The Town of Stark had also ordered a new Mack 10-wheel dump truck equipped with snow fighting apparatus. The Mack truck was contracted and ordered to buy in 2022. This truck has been on order for over three years and has finally been built. Delivery is expected in 2026 and will be paid with a BAN as well. 

The Town was awarded a grant for $500,000.00 to construct a sand/salt barn for the Highway Department to store the town and county sand pile undercover. This building will help to prevent run-off from the sand pile into nearby streams. Cost of the facility is approximately $560,600.00. The style building considered is a Britespan offered by Eagle Associates of Cazenovia, LLC. Hybrid Solutions also met with the Town and bid on the project. Both companies have bid contracts with New York State through Sourcewell  The total cost of construction is to be paid up-front before reimbursement is made to the Town in the form of a grant. Jerry Stucchi of JGK Associates in Schuyler assisted the Town in writing the grant application. The Town is now in line for $500,000.00 grant for the cost of site plan review, land preparation and purchase, construction material, equipment rental and labor associated with the total cost of the project, as well as the cost of the building itself. The property was owned by Narine Naidoo and the Town Board purchased the property on September 20, 2025. The two acre property in question is directly behind the Town of Stark Highway Department Garage located on 703 Elwood Road in Starkville.
